China has made a network of concrete nails under the bridges to prevent the homeless and those in need rest and sleep under it. A solution, in my opinion, costs a lot of many, which can help those poor people, instead of prevented them from sleeping under bridge , helping them to have their own house.
I've read also that this project was made to prevent cars from turning to the other side through area under the bridge, this method is forbidden, so this is why they but these stones.
